Volkswagen Mitigation Funds Available Statewide for Zero-Emission Class 8 Freight and Port Drayage Trucks

Funding: Approximately $9 million in project funds is available for Program Announcement #PA2021-01 for the VW Mitigation Program – Zero-Emission Class 8 Freight and Port Drayage Trucks category.

Dates: This solicitation will be available to eligible entities statewide on a first-come, first-served basis. Applications will be accepted online beginning August 9, 2022, 1:00 PM PST through the GMS. The solicitation will close when all funds have been fully allocated.

Summary: This category is intended to support the expansion of zero-emission truck availability in the heaviest weight class that have typically relied on diesel technologies.

What you’ll need: 

• Copy of title (no lienholder)
• Existing and new vehicle/engine information
• Photos and documentation supporting existing vehicle/engine
• Vendor quote for new vehicle
• 12 months of vehicle registration documentation
• 12 months of insurance documentation
• 12 months of records showing odometer readings
• 4 required business documents

• Ownership: Proof of ownership for at least one year.
• Operation: Operate old and new vehicle at least 75% of the time within California.
• Scrapping: Existing vehicle must be scrapped.
• Replacement: New vehicle must be a zero-emission vehicle.
• Certification: New vehicle must be certified or verified by CARB.
• Funding cap per entity: 10% ($2.7 million)
• Reporting: Applicants granted an award must submit annual usage reports for the term of the contract.

Eligible Applicants and Projects

Both public and private entities that own and operate eligible vehicles may apply. Funding is available to replace the following vehicles with zero emission technologies:

Class 8 only:
Freight Trucks (including Drayage Trucks)
Waste Haulers
Dump Trucks
Concrete Mixers
